SBBR AD 2.20 LOCAL AERODROME REGULATIONS

General aviation
1. Aircraft parking at Aprons 02 and 03: only when authorized by the coordination of the Operational Control Center, via email cco_sbbr@inframerica.aero. For more information, call +55 (61) 3214-6375 or +55 (61) 3214-6069. Use of tow bar is mandatory for leaving position. Maximum time in the ground: for international flights - 4 hours; for domestic flights - 3 hours.
2. General aviation aircraft (including Air Taxi) and airlines performing charter flights must coordinate their operations in advance with the Operational Control Center – CCO, via email cco_sbbr@inframerica.aero or via TEL: +55 (61) 3214-6375 or +55 (61) 3214-6069 and ANV of airline companies carrying out charter flight must coordinate its operations in advance with the Aerial Network Sector, via email malha_sbbr@inframerica.aero or by TEL: +55 (61) 321-6370 or +55 (61) 3214-6373. The ANV must inform the length of stay and the handling company who will carry out your service, respecting the following deadlines minimums:
- Code A and B Aircraft: 6 hours in advance. Codes C, D and E Aircraft: 24 hours in advance.
- Authorizations will only be granted after confirmation by the handling company hired. Use of tow bar is mandatory for leaving position.
3. Aircraft parking for time periods longer than described above is subject to availability confirmation by the Operational Control Center, via e-mail cco@inframerica.aero or by phones +55 (61) 3214-6375, +55 (61) 3214-6069 ou +55 (61) 3214-6041.

SBBR AD 2.21 NOISE ABATEMENT PROCEDURES
|
|
|
Noise abatement for jet aeroplanes irrespective of weight and for propeller and turboprop aeroplanes with MTOM of or above 11,000Kg.
|
|
ACFT considered noisy are those which do not comply with the requirements established in letters bravo and charlie of item 36.103 of the Brazilian Regulation for Civil Aviation (RBAC 36) equivalent to chapters 3 and 4, respectively, of Annex 16 volume 1 to the International Civil Aviation Convention.
|
2 Use of the runway system during the day period

|
Between 0100-0900 UTC, when the runway system in use is 11R/11L, departure operations will be carried out from RWY 11R, except when this RWY is unavailable.
|
|
DEP PROC must comply with the prescribed by the location’s SID charts. TKOF OPS from RWY 11L will only be authorized for ACFT not considered noisy. Pilots-in-command of noisy ACFT must inform Brasilia TFC, as of 15 MIN BFR EOBT. TKOF operation of ACFT not complying with the noise limits in question will be SUBJ to the APCH flow to RWY 11R.

SBBR AD 2.22 FLIGHT PROCEDURES
|
|
|
Prohibited local flight in the traffic circuit, IFR procedure training, touch and go or other types of training that interfere with the movement of the aerodrome, from 0800-1500 and 2100-0100.
Outside these time intervals, the flights in question will be subject to authorization by APP Brasília in coordination with TWR Brasília.
- For TKOF OPS:
a) For authorization of Flight Plans, the ACFT must call the Brasília traffic from 15MIN before the EOBT, informing the
parking place (apron, gate or hangar).
b) Once the authorization is copied, the ACFT will inform Brasília Traffic when they are really ready to start the
engines.
c) The ACFT will be instructed by Brasília Traffic to monitor (keep listening) the frequency of Brasília Ground, for
activation authorization, with an initial call being unnecessary. In the transfer of communications to TWR Brasília, Solo will
instruct the ACFT to monitor (keep listening) the frequency of the TWR, not being necessary the initial call. In this case, the
ACFT must wait for the TWR call, preparing for possible immediate take-off.
d) TWR Brasília will not inform the take-off time to the ACFT. The instruction about the frequency of the next unit to be called after take-off and, if necessary, additional instructions, will be issued together with the take-off authorization.
e) AFIL plan will not be accepted by the Brasília APP. Aircraft with a VFR flight plan that operate from an aerodrome
without an ATS unit and that do not plan to enter controlled airspace or ZIDA are exempt from submitting a flight plan as
they do not intend to use the flight information and alert.
f) Minimum separation between aircraft within a radius of 40 NM around SBBR aerodrome may be 3NM.
g) The aircraft must use, under normal operating conditions, the RWY11L or RWY29R to destinations located in the North and Northeast of Brasília. And, those destined for locations in the South and Southeast use RWY11R or RWY29L.
|
- For The LDG OPS:
a) Pilots will not report the landing gear condition to TWR Brasília except in emergencies with reference to its lowering
and/or locking.
b) The Brasília APP, on its own initiative, with the agreement of the pilot, or at the request of the pilot, may authorize an
IFR flight to perform a visual approach according to the legislation in force, specifying the RWY to be used.
c) Independent simultaneous parallel operations: Observe the Aeronautical Information Circular specific to simultaneous
parallel operations at Brasília International Airport (SBBR).
d) Only OPR ACFT that can maintain a minimum speed of 120KT IAS on final approach BTN 0900-1400 UTC and 2100-
0000 UTC will be allowed.
e) Aircraft whose antecipates arrival time for more than 10 minutes will be subject to waiting for a parking position at
waiting points designated by TWR Brasília.
f) The aircraft must use, under normal operating conditions, the RWY11L or RWY29R coming from locations located to the North and Northeast of Brasília. And, those coming from locations in the South and Southeast use RWY11R or RWY29L.
|
-Preferential Takeoff and Landing Runway System
In meteorological conditions with a tailwind component less than or equal to 7KT, the preferred configuration of the
landing and take-off runway will be the use of RWY 11R/11L. Such configuration will normally be used in preference to the use of RWY29R/29L, as long as the runway surface is dry.
When the runway system in use is RWY 11R/11L with a tailwind component, pilots applying for authorization to use the RWY29R/29L system should consider that their landing or take-off may be delayed.
|
During peak take-off times for N/NE/NW Sectors, runway RWY 11L /29R will be used only for DEP. All-sector approaches and take-offs for Sector S will take place on RWY 11R/29L.
Note: TWR Brasília may authorize the landing of aircraft that have operational priority, in order to speed up arrivals at the hangars, such as, for example: carrying patients, vital organs for human tranplant, or urgently needed medical materials.
During peak take-off times for Sector S/SE/SW, runway RWY 11R /29L will be used only for DEP.
Approaches from all sectors and take-offs for sectors N/NE/NW will be carried out on RWY 11L/29R.
|
-High Intensity Track Operations (HIRO)
High Intensity Runway Operations (HIRO) will apply between 10:00/13:00 UTC and 21:00/0000 UTC. The HIRO application
time will be informed via ATIS and may be changed by ATC depending on specific demand needs. HIRO allows the reduction of runway occupation time, providing the optimization of separation between aircraft on final approach, between takeoffs and between landings/takeoffs, maximizing the use of runway capacity, minimizing the possibility of goarounds and reducing waiting time on the ground and in flight. Pilots must adjust takeoff and landing to ensure the Minimum Runway Occupancy Time (MROT).

Approaches and Landings
Pilots must clear the runway at the fastest speed allowed by standard operating procedures and in compliance with operational safety, allowing ATC to apply minimum separation on final approach. All landing aircraft must ensure that the runway has been completely cleared before coming to a complete stop. During landing, the pilot must select an appropriate and feasible exit taxiway to ensure MROT. Pilots must clear the runway in the taxiways indicated below or inform the Brasília Approach Control and/or Brasília TWR if they are not configured to use the following taxiways:

Takeoffs
a) Pilots must be ready for takeoff when they reach the holding point. If not, inform the ground control.
|
b) Alignment must be immediate as soon as authorized;
c) Start rolling immediately after authorized (maximum reaction time expected: 10 seconds);
d) Immediately make the initial call to the Brasília APP after takeoff, in order to obtain instructions to clear the runway
axis;
|
e) The initial call to the APP after takeoff must be immediate and contain only the following pattern: "BRASÍLIA CONTROL
[CALL SIGN]". Do not include any additional information to the aforementioned standard;
f) Inform APP Brasília in case of planning to exceed 250kt below FL 100;
g) Hold up to V2 + 20 KT up to 5500 ft;

h) Wait for radar vectoring or direct clearance to a published waypoint shortly after takeoff; and
i) Pilots must inform, when receiving authorizing traffic, if they are unable to comply with any of the above procedures.

- General
a) contact established with the Brasília TWR must be restricted to the prescribed phraseology, except for the
emergency situations.
b) Aiming at traffic optimization, Brasília TWR may clear an ACFT for TKOF position and immediate TKOF in the gap BTN an ACFT taking off from RWY 11L, which has crossed the opposite THR, and an ACFT on APCH crossing GELVA vertically, wake turbulence taken into account.

c) in order to maximize the air traffic, Brasília TWR may allow to enter the RWY BTN two ACFT at the approach, one crossing the GELVA vertical and the other crossing the THR in use.
|
d) Only OPR ACFT that can MNTN speed FNA MNM of 120KT IAS, in the periods BTN 1100-1400 2100-0000.

|
-High density operations on runways:
In order to expedite air traffic flow, all jet aircraft or aircraft belonging to medium wake turbulence categories or higher, which are departing from Brasília, must mandatorily follow the procedures described below:
a) Maintain V2 or V2 + 10 KT up to 5500 ft;
b) Immediate line up as soon as authorized;
c) Start taxiing immediately immediately after authorized (maximum expected reaction time: 10 seconds);
d) Immediately make the initial call to APP-BSB after take-off to receive instructions on how to clear the runway centerline;

e) The initial call to the APP after take-off must be immediate and observe only the following standard: "BRASILIA CONTROL [CALL SIGN]". Do not include any additional information to the above-mentioned standard;
f) Inform APP-Brasília in case there is no intention to exceed 250 kt below FL 100;
g) Wait for radar vectoring or direct authorization to a waypoint published right after takeoff; and

h) When traffic clearance is issued, pilots must inform if they are unable to comply with any of the above procedures."

Embarkation and disembarkation of crew members, overnight and maintenance service of in transit aircraft are allowed only at the concrete apron in front of the MILITARY AIS and Supply and Maintenance Squadron, with access in front of TWY F.
The asphalt apron in front of the authority station is exclusively for GTE ACFT use, except for other ACFT especially
authorized by GABAER or COMAR 6.
The embarkation and disembarkation of passengers remains at CAN BR (civil airport) and the loading and unloading of materials remains at loading terminal of CAN, apron number 2.
C-AIS, in Terminal 2, operates as an INTERNATIONAL AIS Unit, and is also destined to aircraft engaged in the general aviation, schedule H24.
